okay, its my first competition battle and i will need some help for it. i need one HQ 2 troop, i fast and one heavy (all dark eldar, obviously) to battle against a space mariene army of the same type. i have looked at the space marienes stats and see that they really have no weaknesses to DE apart from iniative. what do i do?

Well for 600pts there are some options that you can go with, but there are some questions that i would like to ask that may clarify the whole thing. #1 do you like sooty or CC lists #2 does whomever you are playing like CC or firefights #3 Fluffy or Competitive?
Keeping those questions un answered I have put together a fairly balanced shooting list that will keep you ahead of everyone in a 600pt game.
HQ - Drachon Agonizer Combat Drugs Shadowfield Splinter Pistol
Troops - 2 x 10 warriors with 2 Dark Lances
Fast Attack - 8 hellions
Heavy - 1 Ravager 3 Disintegrators Nightshield
Total Points = 600 Total Models = 30

Well space marines can be anything which is the problem, because they are the most balanced army, able to play offence and defense (taking the fight to the enemy, and taking the brunt of everything). They have a good high Toughness and a high armor save.
The easiest way to kill space marines is with an incubi retinue, just 5 will chew through anything space marines have to offer. However they cost quite a lot (point wise) and in a 600pt game they wont be that effective.
My advice to you is that you, are far better of with just playing the shooting game. Keep your distance, (placing your HQ and Hellions in a good charge/countercharge position) and just focus fire with all your squads on 1 of his, to slowly wipe him out. Just keep slowly moving your assault elements and charge in at the final turns of the game to finish up any survivors.
Remember 1 SM = 2 Warriors and he will be able to have only a limited amount of fire that he can throw at you, so just spread out and fire away with your heavy weapons.
