Well, harlies MUST kill what they attack, they cant take hits, so units 10 strong will give out more punishment. Also those numbers can take losses. I then sugest a phase-shifter thing, these let you moove 3D6" to move, and FoF, if they get hit by fire, then you can take some. A shadow seer with 1 unit (to use his powers to aid the unit) 1 allown, 1 great harile with retunie in venom, and a solitar. That sounds like a reasonable army.

phase shifter- independant characters only, 15 points each, doesn't allow FoF in the same turn
the way I play, pick it apart if you want, is to take small units, either 5 or 6 that way you maximise cover (4" coherency rule) and can hide easily while making max benefit or wargear + grenades with characters that should be helping them

The army list I've made for Cityfight relys heavily on HQ and Elite choices, I've taken a few units of five Harlies and tooled up the troupe leaders to be as good as Death Jesters. I have no idea how its going to work but I'm hoping that I'll be able to dance around my Necron opponent without being seen until its to late. I'm really looking forward to using Phase Fields in Cityfight, its going to be a real shock for my opponant ;D
